On Wednesday, 7th September 2011 at 10:00 a.m. the Minister of Welfare of the Republic of Latvia Ilona Jurševska and the Special Envoy of Australia to Eastern Europe, Balkans and Caucasus Dr. Russell Trood signed a bilateral co-operation agreement in the field of social security.
The scope of the bilateral cooperation agreement is to guarantee pension benefits and other social allowances for persons migrating from the Republic of Latvia to Australia and vice versa. It means that after coming into effect of the agreement persons that temporary reside or have resided in the territory of Australia and that are or have been socially insured and that have moved to the Republic of Latvia will be able to receive pension benefits (social allowance) from the other country and, by summing up the length of service accumulated in the other country, be eligible to apply and receive pension benefits (social allowance).
According to the data presented by Australian officials, the given cooperation agreement will enable around 2000 Latvian people to receive pension benefits in Australia and around 60 persons residing in Latvia will be able to qualify for pension benefits from Australia. To apply for pension benefits for the time period worked in Australia, an application should be filed with the nearest State Social Insurance Agency branch office after coming into effect of the agreement.
It is anticipated that the Administrative Arrangement on the Implementation of the Agreement will be signed by Latvia and Australia by 1 July 2012 and therefore the State Social Insurance Agency will be able to launch enforcement of the Agreement as from 1 January 2013. Work on the Agreement was started already in 2004, when the first official visit of Australia's delegation to Riga took place.
The Agreement will come into effect after it will be ratified by the Saeima. The signing of the Agreement took place in the premises of the Ministry of Welfare at Skolas 28, 3rd floor hall.
To remind, Latvia has already signed the following bilateral cooperation agreements on social security:
- Agreement about the cooperation in the field of social safety between the Republic of Latvia and Ukraine;
- Agreement between the governments of the Republic of Latvia and the Republic of Lithuania concerning social insurance;
- Social security agreement between the Republic of Latvia and Canada;
- Bilateral agreement between the Republic of Latvia and the United States of America about mutual pension payments;
- Agreement between the Ministry of Welfare of the Republic of Latvia and the Royal Ministry of Labour and Social Affairs of Norway in accordance with the Article 17 of the Regulation (EEC) Nr.1408/71 of June 14, 1971, about the application of social provision schemes for employed, self-employed persons and their family members relocating within the Community in relation to Latvian sailors employed on ships recorded in Internal Ships Register of Norway;
- Agreement between the Republic of Latvia and Belorussia about the cooperation in the field of social security;
- Agreement between the Republic of Latvia and the Russian Federation about the cooperation in the field of social security.
The issue of social security in the territory of the European Union is regulated by the Regulation (EC) No. 883/2004 of the European Parliament and of the Council of 29 April 2004 on the coordination of social security systems.
