Children and Family Affairs (hereinafter - the Ministry), appreciate our cooperation in the field of foreign adoption, and believes that every child has the right to live in family, according to the Hague Convention on Protection of Children and Cooperation in Intercountry Adoption (hereinafter - the Convention) realization in Latvia, under the Convention Article 16, wishes to provide information on adoptable children to the foreign countries:

 

1. The girl has been adopted

 

2.     Boy, born on 14th  of December  2006:

  • blue-grayish eyes, dark hair. Child was born to the 24-years-old mother, from her 3rd pregnancy, in her 3rd delivery, with weight of 3570g, height - 55cm, 8/9 points by Apgar's scale, the perimeter of head - 35cm, of breast - 33cm. During the pregnancy, mother was not under the surveillance of the doctor, didn't make any tests. Child started to sit at the age of 22 months, crawl - at the age of 22 months; the first teeth came out when he was 8 months old. Child is seriously ill, it is necessary to take care of him, he is able to stand up, he can sit, likes being alone, and he is sitting by the table while eating. Boy is partially deaf, makes non-articulate sounds, manipulates with toys, has weak fine musculature of hands;
  • medical diagnosis - antenatal damage of central nervous system, with delay of psychomotor development and the syndrome of distony of musculature. Sensoneural hearing loss on averagely serious stage. Precocious troubles of speech development. Atopic dermatitis - remission, Hypermetropy. Subatropia papilla nervu optici? Suspecta. Nystagmus. The physical development is under the average. The invalidity has been stated;
  • further necessary treatment - the surveillance of pediatrist, neurologist, in the register of psychiatrist, massages, remedial gymnastics, the water procedures, control of oculist and hear specialists, use of hearing aid, special trainings of everyday speech;
  • in January 2007 the mother has given her agreement to the adoption as she is taking care of 2 more children and is living with her mother, she has taken the decision of adoption before the birth of the child as she has not enough resources to take care of one more child. By court judgment the mother has been deprived from custody rights in February 2008; paternity has not been determined. None of the relatives have never showed interest of him;
  • boy has one minor stepsister and one minor stepbrother, who are in mother's care, children have never met, the decision of Orphan's court on separation of the children in case of adoption has been made.

8. Boy, born on 8th of November 2005:

  • he has blue eyes, blond hair, he is kind hearted, peaceful, smiling, likes contacting with children and adults. Boy shows interest of the environment. Child was born to the 33-years-old mother, from her 6th pregnancy. Child was placed in care institution at the age of 1 year and 6 months, at this age he was not sitting, crawling, he is reacting to the voice and intonation, making sounds, laughing; can hold a toy for a short period of time, has 8/8 teeth;
  • medical diagnosis - poliomyelitis, spastic tetra-paresis (generally in legs), severe mental backwardness, the delay of language development. The invalidity has been stated from 12th of February 2008 - 10th of February 2013;
  • further necessary treatment - massages, remedial gymnastics, medicament treatment - pyracetams, midocalm. The therapy of sense, musical activities;
  • the mother of the boy died in 2007, by court judgment the father has been deprived from custody rights in June 2008. Father has never visited his child, neither showed interest on his health (even on phone). Other relative shave never showed interest or visited him;
  • boy has two minor brothers and one minor sister, and one minor stepbrother and one minor stepsister, who are in guardianship. The decision of Orphan's court on separation of the children in case of adoption has been made.

22. Boy, born on 22nd of May 2002:

  • he has gray eyes, light hair. The child was born to the 25-years-old-mother, from her first pregnancy in her first delivery, with the weight of 3450g, the height- 50cm. Boy has started to crawl at the age of 1 year and 6 months, and the first teeth came out when he was 12 months old. Boy is peaceful, shows interest to contact. The system of joint and bones has been developed normally, he walks unsteady, with support, he doesn't speak and doesn't understand the said; it is necessary to take care of him. He has learned few self service skills - he can go to the toilet and he eats independently;
  • medical diagnosis - severe mental backwardness in a result of Down syndrome (F72.0). The invalidity has been stated from 11th of April 2005;
  • further necessary treatment - the exercises with speech therapist, physiotherapist;
  • in September 2002 parents have given written agreement to the adoption of the child. None of the relatives have never interested or showed interest of him;
  • boy doesn't have any siblings.

27. Boy, born on 5th of December 2001:

  • he has gray eyes and hair, he has weakly learned the self service skills - he eats independently, has chewing problems, dresses with support. The skills of personal hygiene are partly developed - he is not controlling it, uses nappies and needs help, is learning to use the toilet. The language is not developed, he imitates different sounds. Boy understands some simple notions as "yes", "no" and his name. He plays with Lego and toys without any understanding. Boy was born to the 22-years-old mother, from her first pregnancy, in her first delivery, with weight of 1570g, height - 51cm, 5/6 points by the Apgar's scale. He has started to sit at the age of 2 years, crawl - at the age of 2 years, walk independently - at the age of 3 years and 4 months, the first teeth came out when she was 11 months old;
  • medical diagnosis - the trisomy of 21st chromosome (Down syndrome), severe mental backwardness (F72.0), mental retardation, low physical development. The invalidity has been stated from the 3rd of October 2005;
  • further necessary treatment - the surveillance of pediatrist, the exercises with speech therapist and pedagogue to advance his psychomotor development, psychical activities;
  • by court judgment in February 2005, the mother has been deprived from custody rights, the paternity has not been established. The mother of the child is disabled person since childhood, she has abandoned her child after his birth and has never visited or showed interest on him;
  • boy has two minor sisters, who are in mother's care, the decision on separation of the children in case of adoption has been made.

If there is information at your disposal about family or person who complies with the requirements stated in article 15 of the Convention and who would be interested to get personally acquainted with any of these children or obtain additional information and photos, we ask to inform the Ministry until the 16th of January 2009.

At the same time we want to inform that information about the children has been furnished simultaneously to Central Authorities and accredited bodies of several countries, therefore information about the child will be given after the 19th of January 2009, and at first to that institution whose represented family or adopter will submit adoption file faster than other adopters.
