Information on adoptable children 

The Ministry of Welfare (hereinafter - the Ministry), appreciate our cooperation in the field of foreign adoption, and believes that every child has the right to live in family, according to the Hague Convention on Protection of Children and Cooperation in Intercountry Adoption (hereinafter - the Convention) realization in Latvia, under the Convention Article 16, wishes to provide information on adoptable children to the foreign countries:

1.     Girl, born on 21st of February 2003 (the information on this girl has been placed in the list repeatedly):

  • gray eyes, light brown hair, she is kind-hearted and sweet, likes playing on her own, has good imagination - while playing can imagine herself instead of someone else, can imitate different voices. Girl has good memory, at the age of 6 years she knows the letters, but doesn't know numbers, doesn't like to draw, but she has interest to learn. In the nursery school she learns poems and songs, likes to sing and recite. Girl likes helping at housework;
  • child has born to the 41 years old mother from 3rd pregnancy, in 3rd delivery, with weight of 1900g, height - 45cm. During the pregnancy mother was under doctor's surveillance. After the birth child had oxygen deficit, has received the treatment in the hospital. Girl is physically and mentally retarded. Child has started to crawl at the age of 1 year and 10 months, to sit - at the age of 1 year, to walk independently - at the age of 2 years, to speak - at the age of 3 years, first teeth came out when she was 11 months old. At the age of 1 year her psychomotor development was delayed - she didn't sit, didn't stand up, weight - 5200g, height - 63,5cm, head perimeter - 39cm, breast perimeter - 40cm, she was not emotional, smiled rarely, grabbed toys. At the age of 2 years and 2 months - she crawled, stood up, fine motoric was weakly developed, language - sounds and syllables. At the age of 5 years and 7 months she weighted 12kg and was 96cm tall;
  • medical diagnosis - organic damage of central nervous system, the essential delay of physical and psycho-emotional development. Deviation of the nose septum. Alternation strabismus. The atrophy of the vision nerve. The invalidity has been stated;
  • further necessary treatment - the surveillance of neurologist, psychiatrist, paediatrician, speech therapist and oculist;
  • by court judgment the parents have been deprived from custody rights in April 2004, mother died in 2009. Parents couldn't provide the necessary care and education as there were alcohol dependency problems in the family;
  • girl has one younger brother, who lives in another foster family and he is also adoptable (the information on the boy is placed in the Ministry's web site "Children free for adoption part XI" http://www.lm.gov.lv/text/1296 ), and one older sister, who lives in the same family as adoptable girl, but she has legal guardian. Older sister, who was born in 1995, doesn't want her sister to be adopted to the foreign country, but she change her mind quickly. The decision of the Orphan's court on separation of the children in case of adoption, has been made, so it is possible to adopt her alone not only together with the brother. If there will be adopters who will express the wish to adopt the girl, psychologist will work with girl and her older sister to prepare them to the potential adoption;
  • girl lives in the foster family since 25th of September 2008. Foster parents don't want adopt the girl and considers that adoption is in the child's best interests.

3. Boy, born on 22nd of March, 2003:

  • boy has grey eyes, dark hair, he is friendly, kind hearted, responsive, he has good developed memory, artistic, likes perform in the different events, he studies in maternity school with joy and interest;
  • child was born to the 25 years old mother from her 5th pregnancy, in her 3rd delivery, with weight of 2900g, height - 49cm;
  • child has started to sit at the age of 6 months, crawl - at the age of 8 months, walk independently - at the age of 12 months, speak - at the age of 12 months, the first teeth came out when he was 8 months old;
  • medical diagnosis - healthy;
  • adopters should take into account when starting the process of adoption: boy has close emotional relationship with his mother and older brother, he wants to be adopted with his brother;
  • by a court judgment, the mother has been deprived from custody rights in the May 2009, paternity has been stated. Mother was not able to provide the necessary care and education for the children, often left them without any surveillance, she is alcohol abused, has no skills on the upbringing of the child, children lived in the anti sanitary conditions. Mother is regularly calling and visiting child in the orphanage, she shows interest on his heath and school results;
  • boy has one adult brother, one younger brother who has a legal guardian, and a sister, born on 7th of March 2000, and as she lives in the foster family, she doesn't remember her brothers anymore and doesn't want to live with them in one family. The decision of the Orphan's Court on separation of the children in case of adoption has be made.

15. Boy, born on 11th of February, 2005:

  • Blue eyes, light brown hair. Boy is very active, smiling, social, helpful, likes participate in different activities, but he works slowly, it would be necessary to work a lot individually with him. Boy likes playing with toy cars, likes imitating guitar play and singing from the book, he has even dedicated a song to his teacher. He can eat independently, has understanding on a table culture, helps to set and set out the table, he can dress and wash himself. Boy likes to talk, he is sweet, he caresses others. He likes to tell, to sing, doesn't pronounce sounds "s" and "sh";
  • child was born to the 37 years old mother, from her 9th pregnancy, with weight of 2480g, height - 46cm. Partly detachment of placenta, 7/8 points by Apgar's scale, prenatal foetal hypoxia. During the pregnancy mother was not under doctor's surveillance;
  • child has started to sit and to crawl at the age of 10 months, to walk independently - at the age of 18 months, to speak - at the age of 1 year and 11 months, the first teeth came out when he was 6 months old;
  • child has received all the prophylactic vaccinations corresponding his age;
  • medical diagnosis - bronchial asthma (remission), delay of mental development, attention deficit syndrome, delay of language development;
  • during the holidays boy usually lives at his grand father's and his wife's (who is not his grand mother) family. Family has not expressed the wish to take care of the child as they understand that it would be too difficult for them. They consider that it would be better if child would live in the orphanage closer to their home so they could visit. The grand father has given an agreement to the adoption in the other family;
  • mother has died in August 2007, by court judgment father has been deprived from custody rights in November 2007. Parents were alcohol abused, child was neglected;
  • boy has one major sister, who had expressed the wish to take care of the boy, but refused afterwards, one older brother and one older step-brother, who have legal guardians, and one older stepsister and one older sister, who are adopted. The decision of the Orphan's court on separation of the children in case of adoption, has been made.

If there is information at your disposal on family or person who complies with the requirements stated in article 15 of the Convention and who would be interested to get personally acquainted with any of these children or obtain additional information and photos, we ask to inform the Ministry until the 19th of January 2010.

At the same time we want to inform that tidings about the children has been furnished simultaneously to Central Authorities and accredited bodies of several countries, therefore information about the child will be given after the 19th of January 2010, and at first to that institution whose represented family or adopter has been submitted adoption file faster than other adopters.
