Information on adoptable children

The Ministry of Welfare (hereinafter "Ministry") appreciating the cooperation in the field of foreign adoption, and believing that every child has the right to live in a family, in accordance with the implementation in Latvia of the Article 16 of the Hague Convention on Protection of Children and Cooperation in Intercountry Adoption (hereinafter "Convention"), hereby provides information on adoptable children for whom families are being sought abroad:

2. Boy born on August 23, 2002:

  • grey eyes, dark hair. The boy has a study program of level C which is appropriate for his abilities. He likes to draw and to create, he takes part in events and in sports, is physically developed. The boy has mental subnormality that causes difficulties in perceiving, processing, analysing, comprehending the given information. When talking to the boy, short, precise sentences and demonstrating actions should be used. The boy has language development delay and therefore, being unable to express verbally, he has emotionally bipolar reactions. However, the child longs for physical contact, attention, positive evaluation and emotional response. The child longs for family environment - draws houses, uses words - mother, seeks emotional closeness with the workers at the institution;
  • child was born to his mother when she was 29, seventh pregnancy, weight 2950g, height 49 cm. During pregnancy the mother was observed by doctor. Child's development data are unknown;
  • medical diagnosis - moderate mental retardation. Language development delay. The child has the status of disabled person;
  • further treatment - it is necessary to have consultations by family practitioner, neuropathologist and psychiatrist;
  • on April 8, 2008 the boy's custody was transferred to a woman who attested that the boy was her grandson. On March 13, 2009 the boy was placed in the out-of-family care institution because the guardian did not fulfill her obligations and she was relieved from the responsibility of guardian;
  • mother (December 2009) and father (October 2009) have been deprived of custody by the decision of the court, the father passed away in December 2009. The man who had been registered as boy's father is not his biological father. The man wasindicated as the boy's father in the birth certificate because his marriage with boy's mother had not been legally terminated, despite the fact that they did not live together since 1996 and did not have any contact. No one of the boy's relatives have shown any interest in him;
  • the boy has a major half-brother and a major sister as well as a minor sister and a minor brother who are in the care of mother. The boy has not seen his siblings and has not had contact with them. The decision by the Orphan's Court on separation of the children in case of adoption has been made.

7. Girl born on January 4, 2001:

  • brown eyes, dark hair, self-service and hygienic skills have only partially. She puts on and takes off clothes by the request of an adult, has difficulties in fastening clothes and footwear. She eats and drinks independently but can make a mess. She does not wash herself. The girl is introverted, does not communicate or play with other children much. She understands simple instruction, has a very good sense of hearing. She does not repeat spoken words but if a word is being sung to her, then the girl repeats it precisely in pronunciation and musically. The girl moves independently, needs assistance ascending or descending stairs. She has diminished physical resistance, has power in palm muscles, has a light hand, manipulates with objects of various sizes. The girl orientates herself in space (known environment) and time. Her long-term memory is steady, concentration ability is brief. She has only minimal interest in productive and spare time activities. Her behaviour is inadequate for the situation;
  • characteristics by the psychiatrist on March 25, 2010 - eye contact is brief, does not talk, tries to repeat something verbally, likes to jump on the rug, concentration ability is weak, is bored easily, lacks purpose in playing games, has little comprehension, needs care and monitoring;
  • medical diagnosis - profound mental retardation with substantial behavioural changes that require monitoring and treatment (F 73.1). Epilepsy in anamnesis. Pes valgus (feet deformation). Physical development below average. The child has the status of disabled person;
  • further treatment - treatment according to recommendations of the psychiatrist. Therapy by defectologist, psychiatrist and ergotherapist. Health related fitness. Orthopedic footwear;
  • mother has been deprived of custody in September 2009 by the decision of the court, father passed away in 2006. The child was placed in the out-of-family care institution because of severe health issues;
  • the girl has a major sister and a major brother.

20. Boy, born on July 7, 2002:

  • boy  has  brown  eyes,  blond  hair,  he is sweet, nice, social, friendly,  a bit slow, enjoys playing with other children, adapts quickly  to  the  new  situations,  loves  sports  and  different activities.  For  the moment he studies in the elementary school, when  arriving  in  the  orphanage  he  had problems with Latvian language  as  his  mother  tongue  is Russian, but now he is very fluent  in Latvian, he has no problems at school, he can read and write. He has very close relationship with his sister;
  • there is no information on pregnancy and prenatal development of the child;
  • medical diagnosis – healthy;
  • further treatment is not necessary;
  • by court judgment parents have been deprived from custody rights in  January 2010, father of the boy died in April 2006. Child has suffered from emotional violence, he was neglected, lived in the dangerous conditions, mother is alcohol abused, child has seen his parents drinking alcohol and heavily arguing. None of the relatives  have  never shown interest in his current wellbeing or in his future; boy  has  one  older  and  one younger stepsister, who are in the parent’s  care  and  one  an  adult  sister,  the decision of the Orphan’s  Court on separation of the children in case of adoption has been made.

If there is information at your disposal on family or person who complies with the requirements stated in article 15 of the Convention and who would be interested to become personally acquainted with any of these children or obtain additional information and photos, we kindly ask to inform the Ministry by January 19, 2011.

In addition we would like to inform that due to the fact that the information on the children is provided simultaneously to Central Authorities and accredited bodies of several countries, the information on the child will be provided after January 19, 2011 to the institution representing the family or individual, and, if requested by more than one institution, in accordance with the order of the adoption file submission.
