Parental benefit

Parent's benefit is granted and paid to socially insured person who is taking care of a child or several children at one delivery (one of child's parents, one of adoptive parents who take care for and supervision of a child before approved adoption in court with a decision from the orphan's court to place the adoptable child the family, a member of the foster family who has signed a contract with the local government, custodian or other person who, pursuant to the decision of orphan's court, is actually taking care and raising the child).

Granting of benefit applies to:
1. Person who is employed in the day of granting the benefit (considered as employee or self-employed person pursuant to the Law On State Social Insurance).
2. Person who is employed on the day of granting the benefit (considered as employee or self-employed person pursuant to the Law On State Social Insurance) and is employed during the childcare period but is not on the leave for child care or unpaid vacation which has been granted due to necessity to take care of a child or who receives income during the childcare period as a self-employed person.
* As of 1 October 2014 the parent's benefit is granted and paid concurrently with child care benefit to one of previously said persons for one and the same child and for one and the same period. Parent's benefit is not granted for a child if a maternity benefit is granted in connection to his or her birth or care for the same period.

Person entitled to receive parent's benefit 
Prerequisite for receiving parent's benefit 
one of child's parentsis on the leave for child care or does not receive income as self-employed person or is not on the leave for child care or during the childcare period receives income as self-employed person
one of adoptive parents
is on unpaid vacation which was granted due to necessity to take care of a child or does not receive income as self-employed person or is not on unpaid vacation which was granted due to necessity to take care of a child or receives income as self-employed person during the childcare period
member of foster family,
who has concluded a contract with the local government
custodian or other person

Person is entitled to choose one benefit period for one child which cannot be changed after the final decision:
  • Care of the child until 1 year of age;
  • Care of the child until 1.5 year of age.

Amount of the benefit:
1. Claimant for parent's benefit, who is on leave for child care or unpaid vacation which was granted due to necessity to take care of a child or who does not receive income as self-employed person due to the childcare, receives the benefit calculated from the average social security contribution wage in the following amount:
  • 60 percent to the claimant who has chosen to receive the benefit until one year of child's age;
  • 43.75 percent to the claimant who has chosen to receive the benefit until one and a half year of child's age.
2. Recipient of parent's benefit who is employed during the childcare period but is not on the leave for child care or receives income as a self-employed person during the childcare period:
  • 30 percent from the amount of granted benefit stipulated under the part two of this paragraph.
3. Parents with twins or several children born at one delivery, providing an additional payment to the benefit for each next child:
  • one of child's parents who is taking care for children up to age of 1.5 years receives 171 EUR additional payment to the benefit for each second and next child.
Ground for granting a parent's benefit is application submitted by the claimant and information about registration of child's birth. The claimant or his/her authorized person may submit the application for parent's benefit in any local office of the SSIA:
  • By arriving in person to SSIA;
  • Electronically by indicating all the necessary information or by using the form from SSIA homepage;
  • Via mail by indicating all the necessary information or by using the form from SSIA homepage;
