State support program - celiac disease

In order to help the parents whose children suffer from coeliac disease, the state provides additional support to these families to enable them to buy gluten-free food products. This is in the form of a cash payment amounting to 106.72 euros per child per month.

The circle of the beneficiaries eligible to receive the state support for children suffering from coeliac disease was enlarged as from 1 January 2015.

Entitlement to receive the state support for children suffering from coeliac disease

general or vocational education establishment and is not older than
20 years or studies full time at a university and is not older than 24 years
 
In order to receive the benefit, the following shall be submitted to any department of the State Social Insurance Agency (VSAA):
  • a written application for granting the benefit;
  • a written reference issued by a certified gastroenterologist stating the diagnosis, i.e. coeliac, and the term of a repeated examination not exceeding two years from the date of the issue of the reference.

If a child has reached the age of 18 years, the following shall also be submitted:
  • a reference from a vocational education establishment when the support is applied for a child aged up to 20 years (studies at a Latvian education establishment or a foreign education establishment);
  • a reference from a university when the support is applied for a child aged up to 24 years and studying full time at a university (studies at a Latvian education establishment or a foreign education establishment);
  • a reference from a general education establishment when a support is applied for a child aged below 20 years and studying at a foreign education establishment.

When a child studies at a general education establishment in Latvia, a reference from an education establishment does not have to be submitted because the VSAA receives these data electronically from the Ministry of Education and Science.

The application for granting the support may also be sent by post or as an electronic document in compliance with regulatory enactments regarding the preparation of electronic documents. When the support is applied for by post or electronically, either a form may be used or the application may be prepared in a free form.

Within 10 business days after the receipt of documents, the VSAA adopts a resolution regarding the granting of the support or the refusal to grant it.

The payment of the support is commenced latest in the next calendar month following the day of granting of the support by transferring it free of charge to the beneficiary’s bank account. If the support is applied for within 12 months following the issue of the doctor’s reference, the VSAA grants the support starting from the date of the issue of the doctor’s reference. If this deadline is missed, the support is only granted for the preceding 12 months as from the date of the application for the support. The support is granted for a period until a repeated examination stated in the doctor’s reference, however, maximum for two years as from the date of the issue of the doctor’s certificate.
