Family State Benefit

In order to provide continuous support to families with children, the state provides a state family benefit to families for raising children aged from one to 15 (19) years.

The state family benefit is granted to one of the child’s parents, guardian or the person who actually takes care of the child based on the resolution of the orphan court (parish court).

The benefit is granted for every child aged between one and 15 years or above 15 years if the child studies at a general educational or vocational educational establishment and is not married. In this case the benefit is granted for the time when the child studies at an educational establishment, however, not exceeding the child’s age of 19 years or marriage.
The Ministry of Education and Science submits information regarding children who have reached the age of 15 years and study at a general education or vocational education establishment to the State Social Insurance Agency electronically. If a child studies at an educational establishment abroad, a person himself/ herself shall submit a relevant reference from the educational establishment by 15 September every year.
The benefit is not granted for children who have been admitted to vocational educational establishments and receive scholarships in compliance with the number of places financed by the state or municipalities.

As from 1 January 2015 the state family benefit amounts to 11.38 euros per month for the first child in a family. The state family benefit is 22.76 euros per month for the second child (double amount) and 34.14 euros per month for the third and all further children (thus being the triple of the amount for the first child).

When the state family benefit for children is granted, the State Social Insurance Agency (VSAA) includes all the applicant’s benefits in the total number of children with the following exceptions:

  • the children regarding whom the mother’s or the father’s rights of care have been suspended or terminated;
  • the children under guardianship for whom the benefit is received by their parents who have reached the age of social capacity and are under 18 years of age;
  • the children who have reached the age of 18 years and for whom the payment of the state family benefit has been terminated if the state family benefit is granted for the children who are actually brought up by the family in compliance with the resolution of the orphan’s court as well as for the children under guardianship.

When the benefit for the next child in a family is granted, all the children of the person applying for the benefit are included in the total number of children, including the ones for whom the benefit is no longer paid because a child has reached the age of 19 years or has been admitted to a vocational education program and receives a scholarship in compliance with the number of places financed by the state or municipalities.

The information regarding all the applicant’s children for whom the benefit has been granted is stored in the database of the VSAA information system, including the children for whom the payment of the state family benefit has been terminated. However, in certain cases the information about all the applicant’s children may not be visible in the VSAA information system. For example, in the case when the state family benefit for any of the applicant’s children was not applied for or the information about this child is not included in the Population Register (for example, when a child was born abroad and is not registered in Latvia).   In such cases, when upon the receipt of the state family benefit, the beneficiary of the benefit finds out that the amount of the benefit was not set in compliance with the actual number of children, the person should contact any of the VSAA departments for updating the information regarding the applicant’s number of children and obtaining the information regarding the amount of the benefit.

When a person applies for the state family benefit, he/ she can submit a written application for granting the benefit to any department of the State Social Insurance Agency (VSAA) as follows:

  • by coming to a VSAA department;
  • in a form of an electronic document including all the required data therein or by using the form available on the VSAA website (www.vsaa.lv);
  • by sending it by post  including all the required data therein or by using the form available on the VSAA website (www.vsaa.lv).
