Unemployment benefit

In order to receive state social guarantees and support for finding a new job, a person must go to any local office of the State Employment Agency (SEA), register and acquire the status of unemployed person.

State social guarantees 

After acquisition of the status of unemployed person, one can claim the unemployment benefit immediately in the local office of State Employment Agency (SEA) by filling out the proper application which will be directed to the State Social Insurance Agency (SSIA) or submit the application in any local office of the SSIA.

When applying for the unemployment benefit at the SSIA, a person can submit a written application:

Application must contain the following data:

1) claimant's:

name, surname, identity No., address of declared place of residence, phone number or e-mail address, as well as bank account or Postal Money Orders account (21 characters)

2) name, surname and identity No. of child if person was raising a disabled child up to 18 years of age before acquisition of the status of unemployed person;

3) information about term of stating disability if person has regained the capacity for work after disability;

4) if person who claims the benefit has been employed in another member state of European Economy Area: name and address of the member state and employer, the first and last day of employment;

5) list and number of pages of documents attached to the application.

Unemployment benefit can be received:

  • if person has registered in SEA and acquired the status of unemployed person;
  • if social insurance length (length of service) is not less than one year and social insurance contributions before acquisition of the status of unemployed person were made or had to be made not less than for 9 months out of last 12 months period before acquisition of the status of unemployed person;
  • mother or other person (father, custodian) who has raised the child up to 1.5 years of age and received the parental benefit or child care benefit;
  • persons who received sickness benefit;
  • persons who received compensation for the care of child to be adopted;
  • if person was disabled or was taking care of disabled child up to 18 years of age.

Within 10 working days after submitting of all the necessary documents to local office of the SSIA according to the declared place of residence, a person will receive a decision on granted or refused unemployment benefit.

Unemployment benefit is paid not more than nine months within one year after it has been granted. 

Amount of unemployment benefit depends on person's average contribution wage and social insurance length (length of service).

For unemployed persons who have been employed prior to the date of obtaining the status of an unemployed person, the amount of the unemployment benefit is determined in proportion to the term of insurance and on the basis of the income from which contributions for unemployment insurance have been made in compliance with the Law "On the State Social Insurance" :
1) if the insurance term is from one year to nine years (inclusive) - 50 per cent of the mean wage from which insurance contributions have been made;
2) if the insurance term is from ten years to nineteen years (inclusive) - 55 per cent of the mean wage from which insurance contributions have been made;
3) if the insurance term is from twenty years to twenty nine years (inclusive) - 60 per cent of the mean wage from which insurance contributions have been made;
4) if the insurance term exceeds thirty years - 65 per cent of the mean wage from which insurance contributions have been made.

The maximum term of payment of the unemployment benefit has been set to nine months for all unemployed persons, and depending on the term of unemployment the following amounts of the benefit are paid:
a) during the first three months - full amount of the granted unemployment benefit,
b) during next three months - 75 per cent of the granted unemployment benefit,
c) during the last three months - 50 per cent of the granted unemployment benefit.

The mean salary for the purpose of insurance contributions is calculated on the basis of the insured person’s wage for the purpose of insurance contributions for a period of 12 calendar months by ending this period two calendar months prior to the month when the person obtained the status of an unemployed person.
