Information for adoptive parents

Adoptive parents are entitled to receive:

Alimony or allowance for food, which is paid to the adoptive parent by provider of external care for the child (child care institution, custodian or municipality if a child is placed into the foster family) according to the period for which the child is under the care of adoptive parent.

Remuneration for the care of child to be adopted is granted to one of the adoptive parents to whom the child to be adopted is given for care and supervision before the orphans court issues a decision confirming the adoption if the adoptive parent is not employed or is employed and is on the vacation related to child care or is employed less than 20 hours per week.  

Amount of remuneration is 49.80 euro per month.

In order to receive the remuneration, the applicant submits to any local office of the State Social Insurance Agency a written application for remuneration by providing the following information:

  • name, surname, Identity No., declared place of residence; phone number or e-mail address; bank account or postal transaction system account (21 characters) of person applying for remuneration;
  • name, surname, Identity No. of child
  • type of the requested remuneration (remuneration for the care for child to be adopted).

Application to the State Social Insurance Agency can be submitted also electronically according to the normative acts on executing electronic documents or sending it via mail. When submitting the application for remuneration one can use the form available at State Social Insurance Agency homepage (www.vsaa.lv).

State Social Insurance Agency adopts a decision regarding the allocation of remuneration basing on the information submitted to the State Revenue Service by the employer of the respective person attesting that the said persons is not employed, is on the unpaid vacation or a written notice by employer informing about the period for which the applicant for remuneration is working a part-time job (indicating the number of working hours per week).

Person who is employee receives remuneration for the period for which he or she is on the unpaid vacation. Remuneration is granted from the day of allocation of the vacation. Person who is not employed (is not considered an employee or self-employed person according to the law "On State Social Insurance") or who is working a part-time job receives a remuneration for the period for which the child to be adopted is under the care and supervision of the adoptive parents according to the decision by orphans court.

Application for receiving the remuneration is examined by the local office of the State Social Insurance Agency within one month after receiving it and the decision is adopted regarding granting or refusal to grant the remuneration. Local office of the State Social Insurance Agency informs the applicant about granting or substantiated refusal to grant the remuneration.  If a decision not to grant remuneration is adopted, the applicant is informed by means of a written notice according to the Administrative Procedure Law.

The local office of the State Social Insurance Agency begins to pay the remuneration not later than the next calendar month after granting the remuneration.

If circumstances have arisen for the receiver of remuneration which may be the cause for suspending the payment of remuneration, the person is obliged to inform about it to any local office of the State Social Insurance Agency within three working days.

Remuneration for the adoption of child is granted to the adoptive parent or one of adoptive parents if child is adopted by married couple after the judgement about confirmation of adoption comes into the force. Remuneration is granted if the adopted child has been placed in external care (external care institution, foster family or custody) before the adoption. Remuneration is not granted if the child of other spouse is adopted.  

Amount of the bulk remuneration is 1422.87 euro per each adopted child.
