One of the Plan’s priorities is to establish a unified understanding of the definitions of social economy, social innovation, and social impact. Clear and consistent definitions will help public and private organizations to plan and implement various support measures and projects more effectively. The Plan also provides for an assessment of Latvia’s social economy entities, allowing for a more precise understanding of their profiles, interests, and needs. Additionally, it foresees an analysis of the social impact generated by the social economy sector and the potential impact it could create in the future.

The Plan also includes the creation of a social economy cooperation platform that will bring together state and municipal institutions as well as the NGO sector. The goal of this platform is to encourage coordinated action and the joint planning of events among all involved organizations.

Furthermore, the Plan aims to promote employment opportunities for groups at risk of social exclusion within social enterprises and other social economy entities. It also seeks to strengthen volunteering as a means of acquiring skills and sharing experience, thereby increasing the role of volunteering in society.

The measures included in the Social Economy Plan will be implemented during the period from 2026 to 2029. The Plan does not foresee the need for additional budget funding; rather, it focuses on coordinating existing support measures and aligning goals.

The Social Economy Plan for 2026–2029 was reviewed and adopted at the Cabinet of Ministers meeting on Tuesday, January 27.
