To strengthen the quality of out-of-family care in children's care institutions and ensure an emotionally safe environment for children, training for staff of children's care institutions will be launched in September 2025.
The training program is based on the principles of trauma-informed care, titled “Competent Care for Emotionally Traumatized Children” (KETBA). In addition to the training, feedback sessions will be organized to reinforce knowledge and build a long-term support network for professionals.
The program was developed by the U.S. non-profit organization Back2Back Ministries, and its content is widely used in over 70 countries worldwide, including Latvia. It has proven effective in working with emotionally traumatized children. The goal of the program is to provide knowledge and practical tools to strengthen professional competence, help understand the child’s traumatic experiences and their impact, build supportive relationships, and ensure a sense of safety that promotes the child’s development.
The training content is based on the latest scientific research on child brain development and the impact of trauma on behavior, development, and worldview.
Target audience:
Staff of children's care institutions providing out-of-family care who are directly involved in child care, make decisions regarding care within the service, or interact and communicate with children daily. Also open to other interested parties, such as individuals involved in or planning to develop social services for out-of-family care in children's institutions.
The training is free of charge.
Locations & Schedule
Training will take place in Daugavpils, Riga, Liepāja, Valmiera, and Jelgava. Each city will host three training groups.
Total program duration: 27 academic hours, including both in-person and online sessions.

Information about future training rounds will be announced later.
After Completion
Participants who attend at least 80% of the program will receive an official certificate of completion.
After the training, staff of children's care institutions will be offered feedback sessions to support the implementation of TCC principles in practice and help build an informal professional support network across Latvia.
The training is funded by the European Social Fund Plus under the project “Improving the Quality and Efficiency of Social Services” (No. 4.3.5.3/1/24/I/001).
Training is implemented by the Christian Alliance for Orphans Family Support Center “TILTS”, in cooperation with professional trainers of the program.
