The presiding state of the European Union (further - presidency) leads the work of the Council of the European Union (the Council of the European Union is called European Council when it brings together the heads of states of the European Union, or the Council of Ministers when the ministers of the respective fields meet). The presidency, in coordination with the European Commission, organizes the agenda of the European Council and Council of Ministers, according to the priorities set out by the presidency. The presidency is changed every 6 months in accord with the principle of rotation.

Employment and social policy priorities of the Luxembourg Presidency /2nd half of 2015/
On July 1, 2015 Luxembourg became the presiding state of the European Union (July 1 - December 31, 2015). The Luxembourg Presidency will support the European Commission's President's commitment to a "triple A rating in the social field."
The Presidency will support the Commission in its efforts to involve the social partners in order to ensure better economic and social governance at the European level. At the same time attention will be paid to social investments, mainly in human resources and skills. Particular attention in this context will be paid to digital skills.
In the context of the "Europe 2020" strategy Luxembourg Presidency intends to place particular emphasis on education, training and qualifications, given that investing in young people is essential to the development of the European digital market. The Presidency believes that national parliaments should continue to improve the functioning of labour markets, particularly with regard to the transition from education to employment.
The Work Programme of the European Commission states that an initiative on mobility will be prepared. Luxembourg Presidency believes that mobility constitutes a cornerstone of the single market and the relationship between the social and macro-economic challenges needs to be understood.
Particular attention in the second half of 2015 will be paid to the issues of gender equality both in promoting increase of women's employment and ensuring equal gender representation in political and economic decision-making.
